Which hour. This depends on the season and on the location. Porto is busy most of the year, and every spot holds light differently.

With children under five, I usually suggest early morning. The tourists are still asleep, the light is soft, and small children are at their best before the day has worn them down.

With older children, the hour before sunset. In June and July that falls near 9pm here, which sounds impossible until you remember it is 4pm in Boston.
